Witnesses and authorities described a chaotic scene in which three people were shot and killed outside of a Kentucky driver’s license office, including one man shot multiple times by masked assailants

Three people were fatally shot outside a driver’s license office in Louisville, Ky., on Friday, and several people fled in a vehicle, the police said.
